Danybody know how to mount panniers capable of carrying 40+ pounds of gear onto a bike where the primary mounting pounts are covered by disk brakes?

I am pretty sure a trailer would work but cost is somewhat of an issue

The basic bike frame is a Trek 4500, but several modifacations have been made

You can either do some creative bending to your rack. First make a prototype of plain round stock, like a coat hangar, so you'll have a good idea if it will work. Or you can try using some kind of spacers between the braze-on and the rack. Hopefully your disc brakes do not cover the holes completely.

Of the two mounting holes, one is open, while the other is totally covered by the brake mechanism

One is better than none. Does your rack need both holes?

Old Man Racks are designed for Mtb's with discs or full suspension.
