I have come up with about $350 and wanted to get a fixie. I just dont know what kind to get because I was considering the Kilo TT and gradually upgraing it but if aybody knows of a better deal then let me know please. Thanks

Not from personal experience, but from the reputation and what everyone says, the Kilo TT is by far the best bang for your buck. And I think you have a good plan. Get it now, save some money and gradually learn how to ride and learn more about fg's in the meantime. It's a win-win for you! Let us know what you decide on!
