Just finished recabling and rechaining my Campy 10 speed. Shifts great thru all cogs, however, when I am in the two largest cogs (29 & 27), the upper jockey wheel is too close to the cog and binds a bit.
I checked and the upper and lower jockey pulleys are in the right location. HELP!!!

you cut the chain too short... you'll probably need a new chain.
I think I almost got it. Believe or not, the chain was actually too long :o The chain now rides well on the
upper cogs, just doesn't shift as well as I'd like  Oh well, more tweaking.

There is a screw on the body of the rear derailleur to adjust the distance from the cassette. Its almost invisible on new 10 speeds. Did you try it?
The B screw adjustment is I believe what you are referring to? Tried that with no success. Shortening
of the chain seems to have solved everything.
