I'm considering changing the drop handlebars on my PFN-10 to bullhorns. I don't want to get into changing the stem (it is and ATAX stem). The drops have engraved "Philippe Guidons" and "Franco d'Italia" on either side of the stem clamp. From what I can find, the handlebars have a 25.4mm diameter at the clamp and the stem accepts only this side. Is this right?

Do you have pics of your bike by any chance?

Off topic, but I just picked up a Peugeot this weekend that also has Atax stem and I am trying to track down what kind it is. Wanted to compare.

Sorry, I haven't taken any pics of mine. I bought it new in 1984. It was so long in storage, I forgot what it was myself! The stem is not peculiar to my model, but the tubing is. It's vitus 181 - says so on the downtube sticker. Good luck on your search.

Yes, Phillipe Guidons bars and Atax stems are pretty much the standard ones that Peugeot used on almost all their bikes with drop bars from the early/mid 80's and up. They were actually OK quality by that time. I think they even had an aero type stem (streamlined clamp/bolt area) version starting from the 83/84 model year. If the bike has Vitus tubing, you will have to get a French diameter stem if you want to replace the bar/stem combo. I don't quite remember If I didi have to get a specific bar diameter too when I switched over to a Cinelli A1 stem and ITM bar...If I remember correctly, the ITM handlebars i got had to be a little bit smaller diameter too than "normal".
Once you dive into a French bike for rextoration, there's no end to the quirky sizes with every component on it. specially if the frame tubeset used is also the French Vitus brand.

I think they did, because I remember having a hard time getting the end plugs on them (because of the smaller diameters) when I changed out the bar tapes that it sometimes broke or bent up the prongs on the bar end caps, specially the plastic chromed ones that came with the tapes, so there must be a difference in bar diameters when it comes to French sized stems and bars.
I haven't had to change the bar tape on my PSV for many years and it's still wearing bar tape that I installed in the mid 90's so I can't quite remember.

Clamp diameter is 25.4mm.

I have found new bullhorn bars in 25mm, 25.4mm, and 26mm. So if I can get my hands on some calipers, measure my currently set of drops, and replace with the same size, am I good to go? (minus what I may have to do about the plugs?)

Yeah, you should be fine with 25.4 bullhorns. Just measure the bar diameter next to the stem. It should be 25.4 as we have the same bars on our bikes.
