Regardless of the model its a $20 bike and thats being generous.
Its definitely a project. Would only make sense if you happened to have a donor bike with good wheels, components, etc., in hand. And then it would not make sense at the current asking price. The seller has a good bike stand, so I think he knows a little/perhaps a lot about fixing bikes. He is not fixing this one, so that is kind of a sign to me.
Chrome forks are often a replacement, which could mean the bike was in an accident. Look carefully for damage/buckling to the top tube and down tube.
I have bought similar projects in the $20 to $40 range. And I have the parts on hand to complete the bike. But if the frame has any damage, it quickly becomes just a donor. A donor with bad wheels, components that need work, etc., is not much of a donor.
And in my market, only bikes with cromoly frames are worth working on as projects. Bikes with high ten steel frames and steel wheels cost more to fix than they bring in the market.
