I'm using Avid BB7 with 160mm rotors and they are insufficient for me.

So what is the best way to upgrade to 203mm?

1. just buy the brackets and rotors separately?
2. or is there an upgrade kit?

My Pugsley needs better brakes. Trust me on this one.

Fairly easy.

Buy some 203mm caliper mounts, buy 203mm rotors, install.

I don't think there's an upgrade kit, but I may be mistaken.

Also, what fork are you running? You may want to check the maximum recommended rotor size. Some forks can only take a maximum of a 7" rotor.

If you look on ebay you'll see folks dumping Avid roundagons for cheap, otherwise if you want something cool, here's your chance. ebay sellers also have the 203 brackets that will allow you to use your existing calipers. No size limit on your Suly rigid fork, some suspension forks have limits, esp the lower end ones.

Make sure your quick release wheels are installed tightly and checked before every ride. Many of the suspension fork makers have revised the max rotor size on their 9mm QR forks. The increased leverage the brake can exert on larger rotors can also pull the front wheel out of the dropouts.
