I'm interested in purchasing a Ritchey Timber Comp. 25" frame (it's nice, cause i'm a tall glass of water), all original paint and decals in very nice shape. Sugino crank, full XT group. What's a fair price for this bike? Tange prestige tubing, all fillet brazing by tom ritchey. i want ot convert it into a touring bike
I would not be concerned too much with its value. You have a desired use for this bike. You would be hard pressed to find many touring bikes this large. So it's value to you is probably more than it's market value.
While this is not a touring bike, touring bikes from that era command relatively high prices.

I've been looking for one 18 to 20". I have prepared myself to spend up to $2,000 if it has the original red fillet brazed bar/stem combo and is in good to great condition.

If it really has that kind of value, then I would just get a nice touring bike instead. You should be able to get a really nice vintage touring bike for around $400..
MTBs only make sense as touring bikes as a value play. Find a nice vintage rigid frame MTB for around $100, put just a few dollars into it, and you are ready to go. Thats what I did with my $75 Trek 950.
