I've had this picture of Ringo Starr on a small bike for a couple of years now. This past weekend I found one of these bikes for sale in a thrift store and of course I recognized it and had to make the purchase. I'm trying to find out more about the bike and oldroads.com didn't have much to offer. Here's what I can tell you about it:

Contrary to appearances, this is not a folding bike, just a 16" compact. 16X2 original white Dunlop tires. White vinyl Raleigh seat. Dark green original paint. Most of the decals are missing. Sturmey Archer 3-speed date stamped 1966, w/ twist grip shifter. Sorry, I don't have the serial # available. The bike I got differs from the one in the picture w/ Ringo in the following ways - different straight handlebars factory welded to the stem (one piece construction) and the cables are routed inside / through the main tube. It also came with an original vinyl tartan plaid picnic basket that mounts on the built in rack with a spring clip.

Any help on the model designation and history of this Raleigh model would be appreciated.

I think it is a rsw 16 which basically means Raleigh small wheel 16in wheels
It think it was the pedecessor to the raleigh shopper although don't quote me on that hope this starts things off for you

You're right Leigh, it is a RSW 16. I have a 1966 as well (from the date on the rear hub) Do a google search on "Raleigh rsw", there is lots on info on them, including a couple for sale for $600 & $700!! Raleigh built them as competition for the Moulton bikes that were popular in England at the time.
The one I have was rescued from the landfill, everything works (including dyno hub and lights), just a little tarnished and faded. Not sure what the original upholstery was on the seat, mine is covered under a layer of silver duct tape. Mine has black tires, not white.
I'll take a picture and post it tomorrow.

You find the RSWs on eBay for $100-400 depending on the condition and features.

I've ridden mine since 1971 or so including six 200 mile weekends and one 200 mile double century (17 hours).

The non-folders (in my opinion) are superior to the folders since they are lighter and stronger.
