I noticed Voeckler is now wearing yellow shorts. Does the Tour provide the colored shorts that some of the leaders wear or do they have to get them rushed to the race if they want them?

I noticed Voeckler is now wearing yellow shorts. Does the Tour provide the colored shorts that some of the leaders wear or do they have to get them rushed to the race if they want them?
These are manufactured by the team's clothing sponsor, following a trend started by Mario Cipollini in the early 90s. You'll see O'grady/McEwen in green kit and now Virenque will ditch his standard QSD shorts for some more compatible with the maillot a pois rouge.
The Tour (Nike) provide only the jerseys.

I also noticed all the yellow jersey winners have had a yellow helmet, except for Lance.
