Yes, its as pitiful as a 'bike lock' it looks like.
I actually see kids locking their entire bikes with these...

It might make it a little more difficult to steal your seat, but I've pulled those locks apart with my hands. You best best would to just get a non-QR seat post binder bolt.

I use two cable locks with Kevlar wrap for mine. One cable goes through the rear wheel, frame and seat mounts, and the other goes through the front wheel frame, and whatever I am locking the bike too. Haven't had anything stolen yet. (Knock on wood)

I wrapped an old chain around the seatstay and saddle. Now people will need a chain tool to break it!
