Actually that's an optical illusion called "red shift." Something moving away from you quickly will appear a bit more red than it really is...

Sometimes they ride the red sometimes the silver

Yes, the velocities of the spokes are so great that you can actually see redshift happening. If you look closely, he's also disproportioned and time dilation's rapidly altering his stage times. ;)

Of course this only happens if they're receeding :P Otherwise it's a blueshift.

Just watching Lance chronicle, and the spoles are really Red my eyes is not playing with me it is really red

Which stage? I know that they use different wheels for the various stages. I'm thinking that they might color code the spokes to make it easier to discriminate between wheelsets.
