I heard a rumor that Psi has obtained permits to shut down the hill by the St Chuck PD for a 100 lap criterium so riders can enjoy blowing through a stop sign with impunity.

You heard wrong.
We don't need to shut it down. We can run the crit there and the cars just have to wait because they are cars and we are bike. The only thing that will cause us to stop is if there is some sort of concurrent running event.
