This is an old Fuji Del Ray. "Valite" tubing which seems to be some kind of butted steel. Can I wrap the hanger in an old inner tube and bend it back into position using a large crescent wrench?

Yeah. It's important to leave the derailleur in place or you might distort the hole for the hanger bolt. You can eyeball the alignment well enough to improve your shifting quite a bit. To tell you the truth, I'd skip the old inner tube and just clamp my big crescent wrench snugly around the hanger and derailleur.

id look at it a bit more carefully before you do anything because the hanger could be twisted instead of just bent inward. so if you try to bend it outward you will still have the bend in it and the hanger will be bent too far outward on top of it.

Your picture is bad, but to me, it seems maybe the hangar is good, but the derailleur is bent?

Yeah, the cable blocks the view of the hanger / dropout. Besides, "eyeballing" it only as accurate as it sounds. Dunno about where you live, but the last time this happened to me (steel frame), the LBS charged me all of $15 to bend the hanger back to exact specs. The der. wasn't an issue for me, as it had been utterly mangled by the incident and needed replacement anyway. You may be dealing with both a bent der and a bent hanger, and bent/twisted in both dimensions.
