Singlespeed & Fixed Gear - Should I ???

sure.... why not, make EVERYTHING a fixed gear. when you are done with that, make that blue car in the back of the picture a fixed gear.... along with your cat and dog... animals love to be fixed.... hooray!
I think you need tires and a chain before you do anything...

move the rim back to the centerline of the hub. the spokes on the drive side are tighter to bring the rim over to the right to compensate for the freewheel cluster.
I think you should fix it, but get some drops. I'm not a big fan of risers on road bikes.

Why spend any money on it at all? Get tires and a chain and convert to ss, would be just fine for commuting, beater, etc, and if it gets damaged or stolen u get to build another bike.
Personally, i did learn from my fixed experience and it helped me with my spin and, oddly, helped me learn to size a bike correctly, but im enjoying my coasting single speed just fine at the moment and it's two brakes. Sitting upright in traffic with a flat bar, being able to stop at a light, put my feet down, spin the crank. All very nice. I'm keeping the fixed for "sport" riding, but for daily commute the ss is much safer, imnsho.
For even more blaspemy, i been thinking of getting something with an internal hub so that i can pick gears, looking at either a electra townie or a broadway bike.
