is it worth my effort to clean these up and flip them ? i think they are '79 ?

Well, how much do you have invested, and what's your effort going to have to be worth?
Husband/Wife bikes are almost always more successful with upright bars.

i just want to clean them up and slap some cheap tires/tubes on and get rid of them.

In my market, there is a limited market for that style womens bike. The mens style would sell well. Pics aren't good enough to make a judgment about, but if the paint is good, the bikes are rust free and they are ready to ride, you would be surprised how much you could get for them. Flip the bars to a normal position, (level).

WIth new tires and a clean chain, ready to ride, the Ladies model brings about $80 without too much trouble around here. The men's model brings more.

Exactly, what he said. The cleaner and nicer the men's bike looks, the more you will be able to get for it. In a good market, a sharp, clean, ready to ride men's Continental will bring about $150.
