According to her,, in interviews I'd see and read, as well as the fellows. The song was not about drugs or weed. That song LONG preceded those times.

The world is a little colder, a little darker today.
I grew up listening to Peter Paul & Mary, have seen them
multiple times and saw Mary as a solo artist a few times,
for me, PP&M along with Phil Ochs, Pete Seeger, and a few others defined
the early 60's for me.
Siu, Puff the Magic dragon is decidedly NOT about drugs.
