Well, let's not confuse "what it's worth?" with "how bad do you want it?"
It looks like a pretty cool bike, standard English Roadster type bike, just more interesting. I'd go look at it in person, carrying $100 in my wallet and another $100 distributed around various pants pockets. You may be able to pick it up for $40; it depends how motivated the seller is. Seeing the thing in person, after evaluating its condition etc (are the tires a size you can source?) I might go over $200... I don't think I'd go as far as $300. It may be worth it, but I wouldn't want it that bad.

My lady sold a very similar hatushi, except in MUCH better condition, and newly powdercoated, to the guy what owns the bisbee bicycle brothel for $300 I think. It was mentioned in the Bisbee bicycle brothel review in bicycle quarterly... so now its worth at least 100 more I figger.
I offer this only as a data point... take it for what its worth....
