Terrible pictures. If it is clean and ready to ride, it is worth $200, and should not last too long.
You can find out more about this bike at the vintage Trek site, perhaps the best vintage site out there.

No clue in the year but its a steel frame with Suntour compenents.
Odds are it needs $50-75 worth of parts. $25 for tires, $10 for bar tape, $12 for cables, maybe a seat at $20.
If you the end user I'd say $175 or so is a fair price. By the time your done with it you'll have $200-225 into it which is fair. Have better deals come along? Yes. Have worse deals come along? Yes.

i went on to vintage trek, and it is a 1989 trek 400. thanks for all your help!

I had an 88 400, had the spongiest pedal feel ever. The 1989's rear triangle is significantly tighter, that may give it a stiffer feel in that arena.
I'd imagine you could resell it for $200 or more in a heartbeat if you don't like it.
Oh, and it's not aluminum, as another poster suggested.
I sold my 400 for $200 in a couple days in 1998 or so.
