I got my mom who is 88 on a rental tandem recently for a short rails-to-trails ride and she loved it. The only problem was that she needed to stop frequently to rest.
I'm considering buying a used tandem to get her out on the local greenway.
Can any tandem be converted to independent pedaling and what is the cost ?

ICS is a costly proposition.
Continue to take mom out, take breaks, and enjoy each others company.
Check the daVinci website for info if you are will to spend $$$.
If you're handy you might consider devising a foot peg/rest so she can take her feet off the pedals, while this isn't exactly what you asked about it certainly would be a much more cost effective solution than trying to find a used Divinci.

You could also try the IPS cranks from hostelshoppe or j & b importers. They only come in 170mm and you'll probably need a longer bottom bracket. It's most likely more trouble than it's worth.
as long as she has the mobility and flexibility..i would go with pegs as well. i will send pic of the set i made for my kids.

My Performer semi-recumbent Tandem has independant pedaling. It was linked but I installed an intermediate freewheel myself. However, after other enquiries from members of this forum I E-mailed pics of my freewheel installation to the factory and they will provide that option to anyone requesting it.
I rode a reular tandem for many years mostly with my daughter, but my wife has hip and leg issues which caused me to get the semi-recumbent - which she finds very comfortable.
