Thanks for the tip... the guy seems very recognizable from the image taken of him. I hope the police does something about it.

Well if the police are as diligent as stopping the infamous Igor Kenke I doubt anything will happen to him (took them 10 years to finally arrest him! after 3000 bikes stolen). hopefully he tries to steal a messenger bike and they give him a beat down. That's all you can hope for.
They talked about him yesterday from the pedal power documentary.

They didn't even arrest him because of the bikes. It was the drugs that did it.
