Cyclocross Racing - why are water bottle cages not allowed under UCI rules?

can anyone explain why the UCI bans the use of water bottle cages?

I know they can interfere with shouldering but why ban them ?

is there actually a rule about this? I am pretty sure Todd Wells used a cage in a UCI race in Boulder last year

I don't think they are banned. The do ban hand outs though.

could be a misunderstanding but I was told by someone in our provincial cycling association they were banned

gonna race cross on a rigid mtb this season but if it's as fun as it sounds and the scene grows here I'll be hitting up a cross rig in no time
