Is there a safe way to manipulate the chain stays to make room for a wider tire? I'm hoping for just a few MM. I seem to remember seeing a pic showing the chain stay being pinched in a vice with a dowell indenting the inside of the chainstay tube, but I can't seem find it :(

Are we talking steel? Forget it for aluminum. For steel, it's done all the time. You generally need to dent the right chainstay on the outside for the chainrings as well. There is nothing to it. If you use a dowel or steel rod, you want to round the ends over so the edges of the dent are smooth.
