It seems about right to me.
My guess is late 80's based on my recollection of the components, but it could be very early 90's.
Any steel Chromoly frame is worth a look.
Do you mind if I move this to the Classic & Vintage valuation subforum? You could get good opinions on value there.

Actually, lookign again, I think it is Chromoly only for the main tubes, and even then it is probably not butted tubing. Also the rims look a little worn.
$200 is probably high for that bike.

I just sold my Nishiki Olympic 12 for $60 was in good condition with res-poked wheels new tires and bar tape for reference.

27" wheels tells me it's NOT a 90's model. Call and ask for the serial # which is located under the bottom bracket. You can search for the info on how to read the codes in the number to determine what year it was made. Nishiki manufacturing dates are well researched.
From what I see in the pics, the bike is clean so it's probably been maintained. How good the maintenance is/was I can't tell. The braking surfaces of the rims look like they've had maybe 500-1000 miles based on scoring and the amt of brake pad "scurf" on the rims.
$200 might or might not be a good price. I would tend to think it's a bit high because of the age and the market right now.

A little steep but if you consider the cost of the fender and rear rack add-ons it may not be to out of line.
No way a 24 inch frame will have a 30 inch standover, more like 33 to 34 inch standover.
Price is on the high side, as it is a low end bike and needs some sorting out.
+1 Fenders and racks are a plus, if that is what you want.

The downtube decal indicates this is a 1987 or 1989, with a remote chance of being a 1990 bike. Probably index shifters. Looks like a "Sport" model which was one or two levels off of the bottom of the Nishiki line up depending on the year. Certainly an entry level model. IMHO $200 is high. But if it's the right size and you want fenders and if it's in ready to ride condition, I'd consider it. Especially if it has index shifters. I'm sure it will be a nice rider and make a decent commuter.
BTW Nishiki continued to use 27 inch rims on their entry level bikes at least through 1991.
