My bike has all Tiagra components except the brake calipers are Tektro. I've had previous bikes with all RSX components (which I believe was the forerunner to Tiagra) and they stopped fine. This bike scares the heck out of me on descents. Would just upgrading the calipers to 105 or Ultegra solve the problem?
Surely even entry-level brakes should stop the bike OK. (The brakes/pads are adjusted correctly)
