I have a 7 speed system on my bike but have shifters on the handlebars in the middle. I want to install proper shifters, i.e. levers with the brakes, but can only find 8 speed shifters at a resonable price. Firstly is it possible to do this, and can I use 8 speed shifters with a 7 speed cassette
You should search for this. It has been discussed a number of times and there are multiple options to make this work that depend on frame material and drop-out spacing.

I think it depends on how picky you are.
7-speed and 8-speed shifting are a "hair" off. They are close enough that I can get them to 'kind of" work together but I can't get them to index to my satisfaction for an extended period of time. If you don't mind having to double shift now and them, you'll be fine.
