Chain tensioner definitely help and make this situation easy to allieviate. Go to your local shop or www.dan'scomp.com and get just about any of the ones available.

The cheap ones that came on my Haro work just as well as the tricked out aluminum ones on my old GT.

but does the chain tensioner actually tighten the chain so that it wont wobble?

Yes!

Actually what it does is it holds the wheel so you can tighten the nuts without it slipping.

Now a lot of chainrings aren't perfectly round, so you'll get loose spots and then tight spots as you turn the cranks. Find the tightest spot and then set the tension from there!
