Why are 11-25 cassettes not available? Is it because there is too much variation in the sprockets to be able and shift correctly?

Because if you can pull a solid 11, you probably don't need the 25 at the other end.

I think demoncyclist chose the wise guy instead of the wise man approach on that one ;)
I see it as though if you live in the mountains like I do then you want the 11 to go down and the 25 or in my case the 27 to go up...

That would be considered a "MTB" range more than a "road" range and it's quite common to see MTB components on touring bikes
