If I put an 11-23 on my 700c bike, would there be a considerable difference that I would notice? I am riding my 650c bike with an 11-23 with no problems, even on steep climbs. Both bikes have 39-53 chainrings.

650 to 700 is about a gear........39 chainring to a 42

Well, it depends on your exact tire sizes, but a 700C wheel is about 8% larger than a 650C wheel so to get a similar low gear with the same chain rings, you need to use a cog that is ~8% larger.

700C with 39x53 and 12-25 gives a gear range of 3.3m - 9.3m
650C with 39x53 and 11-23 gives a gear range of 3.3m - 9.4m
