it's not that uncommon on road wheels, its done that way to have the radial lacing, which uses less spokes, and the 3x for strength. You don't radial lace the side that's on the drive side or it will collapse under load.
It helps with dished wheels. I forget how exactly, but Sheldon had an article that mentioned it.

You are a bit misinformed. Radially lacing has nothing to do with the number of spokes and your DS will not collapse if it is radial. nor is 3x necessarily "stronger"....it all depends on what you mean by "strength".
You can radially lace either the DS or the NDS, but not both. The point of radially lacing a dished rear wheel on one side is to enhance lateral stiffness and bring the NDS to a slightly higher tension. You should either lace the NSD radial with heads facing out, or the DS with heads facing in. The later will give you a bit more lateral stiffness. When the DS is radial, the torque will be transfered through the hub shell to the NDS.
Radially lacing the NDS of an undished wheel is pointless. It will perhaps increase lateral stiffness a bit on one side, but lateral stiffness is not a problem with undished wheels regardless of lacing pattern.
There was a dude trying to sell a phil laced velocity on Ebay with a radial DS and a 3x non drive. For a dishless fixed wheel.
The BIN was $250 or something outrageous, and he had it in two separate auctions where no one bought. He finally just set it up as a buy it now for 30 days.
I wonder if some sucker ever bought it....
