I have read many, but not all, of the MS posts, but don't recall seeing a discussion of the charger. Does it shut off when the battery pack is charged?

Yes. I think it's probably going by voltage. The LED on it starts out red, winds up green, for the last 15 minutes of charge or so it's sort of orange - both are on a little.
I plug mine in overnight at least every other day. Don't really need to but it doesn't hurt.

Yes, it is voltage limited. Mine stops within 0.01v of target each of 4X measured.
It is very consistent. It charges at a relatively slow rate too, so the battery will probably not even get very warm.

Be careful handling charger and light wiring. They are susceptible to fatigue failure, short-circuiting, overheating+insulation melting, and possibly a tiny fire.

How susceptible?
As susceptible as any Lithium Ion battery system, or any charging system. Short circuits are always somewhat dangerous.
