I have found the BEST bicycleing tour web cite. It actually takes the information that is important to you (cost, location, etc) and matches it with what tours are out there. It has literally saved me weeks of time finding a tour (I do this ever year, so I know how much time I have wated in the past). Try it at bicyclingworld.com. Not only was it fun it was easy. I can't believe I just found this.

Just to clarify: this is a collection of organized package tours. Quite handy at that, but all the info is provided by the tour organizers. No personal experiences described, so to get that (IMHO very valuable) information you will still have to google your way through the various diary sites.
