So, for your frame-building expertise... is this repairable??

It's an older bike, made of steel alloy.

Yes. It'll require replacement of the dropout at the very least. Take it to a good LBS and see if they can recommend a local builder to handle the repair for you.

That's not the easiest repair. Is that a Simplex dropout? The interesting thing to me is that the dropout is over 5mm or more from where it would line up with the stay. Is the hub too narrow for the bike, or is that collateral damage that occurred after the break? You don't usually see dropouts break at the stay.
