Hi I'll be in Cancun (hotel district) in November, is it safe to ride, Places to ride? where to rent? I hope that I can find a place to rent a simple city bike a spend a few hours exploring. PS will my Garmin work or do I need to buy something extra?

I haven't been to Cancun, but I have toured in the Yucatan. The only beach areas I was at was from Playa del Carmen south to Tulum as well as on Cozumel. While a ride around Cozumel island was fairly nice, the coastal road on the mainland was a major 4 lane highway, but with a good shoulder. It was probably the worst place to bike in the Yucatan. I would be very surprised if there is nice riding around Cancun.

Your best bet is to do it as part of an excursion purchased through your hotel.
The hotel zone road (Kukulcan) has relatively fast traffic on it much of the time. Most of it is two lanes inbound and two lanes outbound with no shoulder.
I've seen riders on the road with a motor vehicle escort to block rear approaching traffic and I've seen what looked to be a club ride with about a dozen riders.
In my opinion, a lone rider would be taking a big risk due to motor traffic even if you were to head back (south?) toward the airport where it's a little more open.

Check for a travel warning for the Yucatan? Give me a break. This is baseless fear mongering. The Yucatan is not Juarez in northern Mexico. I've toured all over the world, and the two places where I felt safest were the Yucatan and in Chile. The rural Mayan villages in the Yucatan are fascinating places with kind people.

There aren't any timeshares in rural Mayan villages.
What exactly are you afraid of there, or trying to make people afraid of? If I were to go to a place like Cancun--which I wouldn't--I would most be afraid of the drunken spring breakers.

This blog has a lot of information about cycling in the Yucatan - written, I believe, by a couple who live in Merida and who take many trips around the Yucatan that combine bus trips + their folding bikes.
