That looks powdercoated (or thick paint), but it doesn't look bad. $350 if used, $375-425 if NOS, I'd say.

What Kurt said. That Gara tubing is straight gauge. Any more than $425 and you could get a nice butted tubing which will make a much nicer ride (I'm assuming you are planning on building it up as a street fixed gear). I've seen a lot of those coppi frames on ebay and whatnot, and I've never read anyone saying that they are anything special. It's just a basic lugged track frame with a very basic paint job.
Don't get me wrong. It's a perfectly decent bike. Just don't pay too much for it.

Incidentally, if you want a hell of a nice custom track frame for $1000 -/+, look up Mike Terraferma at Terraferma Cycles: www.terrafermacycles.com. You might even get one a bit cheaper - depends how complex you want it.
