My measurement is 26mm upper and 12mm lower.

My measurement yielded about 25.4mm upper.
This sucks, because I want to get rid of an open ball headset on this frame. Has anyone ever replaced their hatta swam with a sealed unit with success?

you might try the old stronglight (maybe specialties TA?) sealed needle bearing type, or the early ultegra cartridge ones. as i recall they were both pretty short.
