Bicycle Mechanics - how do i adjust fixed a frame handlebars

Hi : Need advice using KALI ATB HT100 handlebars with an Emmelle Trojan
Unfotunately the handlebars are too low for me. Need to raise them approx 3-4 inches. It would appear that this setup has no allowance for adjustment.
Anyone advise what to do

I know nothing about the setup you describe, but I assume that you have a threadless headset. If that is the case, you are correct: there is no direct method to adjust the height. What you can do is obtain an extension or riser. It slips over the top of the headset, and clamps on just like the stem. The stem then clamps onto the extension just as it would the headset. You can obtain these from Nashbar, Performance and other online sources or through your LBS.
