You can't, marine mammals protection, but if your out in the boonies of the north pacific coast with a rifle and don't tell anyone.... I'm just jivin' ya, you can't even legally chase them off your boat when they are so numerous that its close to sinking :eek: . You might find a fisherman that knows somone who knows somone who just happens to have some, if your bent on trying it.
