My LBS has a box of used Campy FD and RD's ranging in price from $15-$30.
I don't know much about Campy just wondering if there is anything in there of value or anything that would be a big upgrade to my Suntour ARX.
Anything special to look for? Some had model names like "Valentino" "Record" and "Mirage" and some only had the Campy logo.

Records could be worth. Valentino to an extent. Mirage are modern and the lowest level. All this depends on if they're used or not and as a matter of course, the years, condition and completeness.
A full tutorial I will not give. Google or e-bay will oblige.
I don't believe that from a funtional perspective, any of those would improve upon the shifting on your bike, that too is another story.

Campy derailleurs are one of those parts where you realy need to know your stuff. Older ones are marked with the model name...to a cerain extent. Alot of the newer ones, from the mid 80's on, are NOT marked and it takes a keen eye to tell them apart.
