Hi!!
As my heart rate gets stronger the resting pulse should lower. Is there any way to achieve 90% of MHR?

Resting HR will only go so low. Currently assumed to be a limit set by genetics.

It's possible to get 100% of HRmax. I do it all the time when trying to follow the wheel of a climber up a hill longer than 200-yards.

I got mine on the uphill sprint of Cherry Pie this February. And all for a $10 bike shop prime. (Totally worth it.)

First, make sure you know what MHR is with a real test.
