This looks like an American made version of the Giant Revive or Day 6 semi-recumbent bikes with a step through frame. Its from Worksman. Available in single or in a three speed configuration:

They used to sell a semi recumbent that actually looked like a Revive. Never seen that one before.

Without the seatback/lumbar support, it would just be a 20" cruiser bike. No reason to list it here.

It definitely is a relaxed crank forward design. Some similarities to a Day 6, but not nearly as relaxed. Not much like a Revive. More like a number of comfort bikes that move the crank a bit forward.

Those don't look like 20" wheels to me, look more like 24".

Those Worksman's bikes can usually support a very heavy load. And are usually quite heavy themselves. Usually well built. Typically targeted at being an "about town" bike for the casual cyclist.
