I am looking for about a 1"x 700 touring tire about 100lb or a 27"x1" 100 lb touring tire. Best for low rolling resistance for all paved roads and flat protection, any recommendations ? 2 different bikes.

I would suggest a Continental Ultra Gatorskin in the 700x25 size. It's not a touring-specific tire, but touring-specific tires generally don't come in such narrow widths. If you want a touring-specific tire, there are many, many, many available, but you'll generally have to go somewhat wider.
Low rolling resistance and flat protection are somewhat opposing forces, so you normally compromise on a tire that is adequate at both.
Could you clarify what you mean when you say 100 pounds? What does that include? You? your bike? your total load? your load on one wheel?
I'll note that many posters here aren't going to like the constraints you put on your question, and will probably be trying to talk you into wider tires. I'm not sure you you decided on such narrow tires, but you should probably consider relaxing this constraint.

I think the OP probably means a tire rated to 100psi.
OP: not meaning to be a jerk, but you do realise you are asking about 2 different tire sizes. 700x25 (1") will not fit the same rim as a 27x1. The tubes are generally interchangeable, the tires are not.

Panaracer TG,(Tour Guard) comes in 700 x 25 and 27 x 1. 120 thread count means good rolling and has kevlar liner.Rated at 95psi but I run 140psi in them.Great tire,been using them for about 4 years.

Most modern 700c tires are sized in mm rather than inches. Since 1 inch = about 25 mm, you would be looking for a 700x25 tire, which is a very common size. I would recommend Continental GP 4000s or Gatorskins. The Gatorskins and Conti GP 4 Seasons are also available in 700x28, which I personally think would be a better size to use for touring.

A wider tire takes a load better, squirms less and is more comfortable. Keep the hard and skinny road tires for racing.

Yes I am looking for 2 different bikes, trying to decide whether to tour on my super comfortable mixte which is heavy and 27" tires or my Schwinn which is lighter but maybe not as comfy or I could take my indestructible mt bike which is even heavier but super reliable and comfortable. Or my downtube folder. I may go cross country so any advice on which bike would be appreciated. On any bike dog goes in front.
