At my size (6', 34" inside leg) I 'should' be going for a 20" or 18" BD.

A new BD is out of my price range, but I have the possibility of a good deal on
a used 16".

Looking at the Surly geometry specs it gives the horizontal TT measurement as
22.6". This is the same as my 22.8" / 58cm seat tubed Tricross that I find a very good
fit with a 130mm stem and upright pull back bars.

So it looks as though if I used a 450mm seat tube then I could get the same
comfortable riding position as my Tricross on a 16" BD.

Is there some other measurement I should be taking into account, which would
make it impractical? Or should I just accept that however much I want one this one isn't it and get on with my 19" Marin steel frame Xtracycle conversion.

Too small... I ride an 18" BD and I'm 5"7. You're better off with a 18" or even a 20" at your height. The 16" is too small to fit you properly.

You should go with your 19" Marin which sounds like the right size for an Xtracycle conversion. If you buy an ill-fitting bike, you'll regret the purchase.

Will you be able to get your handles up to where you like them? I'm about an inch taller than you and tend to buy 'too small' bikes, but 19 inch frame is as small as I've gone. The limiting factor for me has been handlebar height. I like my bars an inch or two below my saddle height.

The head tube is shorter on the 16" BD than on your tricross, meaning it will be harder to get your handlebars set high enough.
