Winter Cycling - Cold weather gear, and more specifically, base layer questions.....

I'm trying to figure out what type of cold weather gear I'm going to be needing here in western Colorado. More than likely, I wont be riding in temps below 30.
here is what I'm thinking, and please feel free to critique my list:
Booties for shoes.
Leg warmers.(already have)
Leg base layer.
Crew top base layer.
Arm warmers. (already have)
Wind/rain vest.
Jacket.
Long finger gloves.
Something to wear on my head.
I have a question about the base layer. Do you guys wear your cycling shorts underneath, over, or none at all?

Cycling shorts first, then your base layer. As my shorts get older they get cycled into the winter gear only category. It goes like this- Cycling shorts-Base-Tights-Windpant/Rainpant. Only riding down to 30 you might get away with just a nice pair of wind front tights and skip the base layer. Remember that when you leave the house you want to be a little cold starting out.

I don't usually bother with arm and leg warmers once it gets too cold to remove them. More comfortable (no cold spots) to wear long-sleeve base layer, covered with long sleeve jersey and tights on bottom.

Neither. I wear a pair of Sporthill XC pants. I wear just those with no thermals 40f to 15f. They're expensive. But you can find them on sale on the internet. This is my third year with them. And they're built to last. IMO the best winter cycling tight out there, even though they were originally designed for cross-country skiing. Sporthill makes excellent winter gear.

I wear the exact same wicking T shirt (mostly Nike, but a few other brands as well) as I do during the summer. Over that I wear a shoft shell coat. For mild temperatures (40F and higher) I wear a pull-over from Performance that is remarkably wind resistant yet soft and not too hot. For temps below 40F I'll wear my EVap coat from foxwear. For temps in the single digits I'll add a long sleeve shirt as a base layer. For temps around 0F I'll put on a shell over top. Note all temps are basic temperature and not counting wind chill.
