I've used wood, welded steel, and bolted steel.
Welding was by far the best if you have access to welding equipment.
My preference when building bicycle trailers and assosiated bits for my bicycles, etc. is to use; 10, 12 & 16 mm outside diametre steel hydraulic pipe and 3mm thick mild steel plate for the frame. stiffners, braces and drawbar. the steel hydraulic pipe is easily bent with a suitable hand bender, the 3mm thick mild steel plate is suitably strong enough for the job and is easily cut with either a hand hacksaw, or electric jigsaw and angle grinder, and it is simple to drill with HSS drill bits. These materials can also be brazed using a propane torch and flux coated brass rods.
