I have a used "custom" aluminum cyclocross frame, that was built without a full compliment off cable stops. Does anyone know of someone who can do some welding to add on the missing pieces?

You may consider getting some old school clamp on cable stops.
The guys at Cycle Analist may have them.
They are not very expensive may 5 to 10 dollars.

Check with the Park Hill Bike Depot. They have a huge inventory of used and can get anything new that you need. They are non-profit and all procedes go to bike education, safety and bike access programs.
