This bike popped up on my local (Chicago) craigslist. I'd like to give the guy a reasonable offer. Do you all have any suggestions.

A '90 414 was mid-level. Anyway, it's a nice bike. I'm wrong (right) guy to ask, I'm so fond of Miyatas. I'm not familiar with the 414, don't have one. On paper it's a good one.
Those later ones were better in some ways than the early to mid-80s. I think it's worth 250 TOPS, providing it's not beat. Scuffs, scratches, no biggy. A million miles I'd draw the line at 2 or less. If of course the wheels sucked or ... etc; 150.. maybe.

Steeet price is $200-225 in Tampa. Cromo frame, alloy wheels w/ Q/R's F&R, Shimano idexed gearing.
Chicago prices may or may not reflect those of Tampa.
Asking price is pretty close to the value in Chicago. Around here, $225 to $250 if it is really pristine. But Chicago is usually higher. On the other hand, bike sales have slowed down this time of year, so maybe you can pick it up for $200, which would be a really nice deal.

+1 It is not as if the bike was worth a fortune new. They are Kenda tires which could be either 8 dollars or 52 dollars/each so that doesn't help. I look at it this way. no matter what the bike comes with you will probably change the tires, the saddle, bartape (eventually), so count that into cost. I wouldn't go a dime over 225, not when you can get used entry level cannondales for 3-400 used.

You did OK too. Replacement forks suit those bikes, nowadays anyway. The OEs on some weren't so hot, OK but just not perceived as being light or ??...so guys used to put Aluminum alloys on 'em.. N/G. SR & Tange sold them, another Co. too. The originals were better in retrospect, we didn't know better at the time.
A decent repl., Carbon or otherwise is A OK. Paint's VG on Miyatas.
Don't change the fork OP
