Jesus, that's disgusting. And people complain about the lack of trust in our society.

I'm pretty sure I'd chase them down and run them into a ditch/telephone pole/overpass stanchion. I'm so tired of hearing about things like this.

there would be one hell of a car chase...and if they stopped in the road, I'd be happy to put one in the hospital after a stunt like that.

She should have chased, gotten a plate number, and called the cops en route. That is definitely worthy of jail time and public embarrassment.

Sounds kind of like the sort of thing the fringe anti-car activists would do, but Spokane is a very atypical place for that sort of crowd.
Whatever they're reason, the act was ridiculous. What would it be charged as? I think 4th degree assault is a possibility, as well as vandalism and disorderly conduct. Probably falls well short of a felony though, which is almost disappointing for the level of sheer spite demonstrated.

I think they should have to spend some time in the slammer. When they get out, the judge should put them on probation, one requirement of which will be to wear a cardboard sign around their chest that tells everyone what they did. Make them stand on a busy street corner during rush hour traffic...
