Daar kun je me thuiskomen (then you can come home with me) is the umbrella campaign that this falls under. All roadway related stuff.
Everything from seatbelt advocacy posters to the annual make-sure-you've-lights-on-your-bike TV ads. They put a lot of money and effort into all this. No mention of helmets, mind you.;)

Daar kun je mee thuis komen, does not mean then you can come home with me. It translates as You can get home with that. The implication is that by following the message in their road safety ad's you'll get home safely.
IE, Seatbelts on, you can get home with that.
Not... Seatbelts on, then you can come home with me.
