Not sure how many have/will see this, so I thought I would post it. Interesting...
Just as Springfield's, I assume most local bike advisory boards in the state of ILL are targeting recreational/tourist riders. I attended one local meeting expecting there would be interest in fixing bicycle communting issues. Big surprise for me, they were interested in weekend bike rides and kid's safety. Local support for cycling as transportation isn't coming anytime soon, bicycle commuting is on the radical fringes in the state of ILL. Maybe if there was some political fixing opportunities involved....

I didn't see it that way at all. It (the quotes in the article, not you MrIGH), sounds like the typical "making assumptions" thing without asking those involved. No where did I see anything that said they were interested only in recreational interests. Having said that, we commuters are about the tiniest minority I can imagine, however, there are lots of recreational riders.
