Based on some reading here on the forum, I feel this Raleigh 3 speed is overpriced.

What would it be a reasonable price to offer?

it might be a bit high. but it looks like you can just ride it away, even the hub is clean. go and test ride it, find something loose or scratched and offer 140 for it

Might just sell for asking price if seller is patient. There are always people out there looking for vintage three speed bikes. So if you really want one, and this is your size, and you are buying as an end user, then you might be best to just pay full price (or close to it).

Classic 3 speeds don't come up for sale around here very rarely.

I offered $100 and they countered at $120.

I am going to see it and see if everything is good and if it fits.

If it fits and everything is working properly, then $120 is not too bad of a deal. When I used to flip bikes I would sell these for about $60-$75 depending on condition, but I know people who'd ask $100 or so and still move them out. So going by that yardstick and noting the inclusion of a light set and basket, it's not really too steep at $120.

It was a tad small and needs new rubber, cables, and lubing.

It also had a lot of play in the headset, which may just need adjustment.

I am still thinking but didn't bring it with me.

Approximate worth: $25 - $45

You can do better if you look around.

Not your size, no reason to pay full market price.
